Yanni Risal Yoseph Poluan, Tomohon citizen, suffer Elephantiasis for 12 Years
Every Indonesian have basic rights. Rights for health insurance, education and many more.
Looking at the case of Mr. Yanni Risal Yoseph Poluan, 51, live in Kel. Paslaten Dua Lingkungkan XI, Tomohon Timur Subdistrict, Tomohon, North Sulawesi, question arise, have his basic rights as an Indonesian been covered? His been living with Elephantiasis (Filariasis Lymphatic) for 12 years, even the last 2 year the swelling in the legs and testicular area have become uncontrollably huge, it hinders his mobility and daily routines.
12 Years… is it not enough time for the government to detect that there’s a member of local citizens that suffers? Where’s the local government, subdistrict government? Where are the city’s officials? Mr. Yanni’s family have been trying to reach out for medical help to no avail. We cannot help but wonder, is it their family status that hinders the effort?
Where is the government’s responsibility to the people? Is it enough to say that his family are being process for Keluarga Harapan Program? (Nasional Governments Outreach Program for Impoverish Family). 12 Years later, and just this year, being process for PKH. Hmmm…
The city of Tomohon is relatively small city in which a number of Medical Center have been built, like Community Health Center (Pusat Kesehatan Masyarakat, Puskesmas), Community Health Sub-Center (Pusat Kesehatan Masyarakat – Pembantu, Pustu), Village Health Post (Pos Kesehatan Desa, Poskodes). Unfortunately, many of those Medical Center aren’t being utilize. Then what is the significance of those infrastructure, if in the end there is still a citizen that have been suffering for 12? It is ironic. Even more ironic to say that recently Tomohon City, receive a recognition from Social Insurance Administration Board (Badan Penyelenggara Jaminan Sosial, BPJS) for Universal Health Coverage, and before recognition for Healthy City.
The glamour life of Tomohon City Government is displayed by many ceremonials activity. What is the benefits for the people, if there are still some people whose rights are neglected? Are the Public Service Campaign only left for words and ceremonials?
Government as the Administrator for the People’s money is supposed to ever responsive to this kind of social phenomena in the society. As for the City Council as the representative of the people of Tomohon, may you do your job to control the executive.
What is sure to say, right now, Yanni R. Y. Poluan who made his living as a farmer is the sole provider for his wife and 11-year-old boy, desperately in need of help and medical attention.
